CyrusOne Project Peach

Developer CyrusOne (C1 Atlanta 1 LLC; rezoning applicant of record: North Coweta Investors, LLC) Utility Georgia Power (permanent service, no contract provided); an electric membership corporation (temporary construction power) Location SR 14/U.S. 29, Weldon Road and Johnston Circle, unincorporated Coweta County, adjoining Palmetto Power About 700 MW, per the applicant’s representative Stated investment $1 billion construction value, excluding servers (applicant, 2025); $60 million spent on land, per CyrusOne Status Zoning reverted to rural conservation, 3-2, Oct. 20, 2026

Coweta County commissioners voted 3-2 on Oct. 20 to return the 323.9-acre Project Peach site to rural conservation zoning, removing the light industrial designation that allowed CyrusOne’s planned data center campus. Commissioner Bob Blackburn, who voted for the rezoning in April 2025, made the motion. Commissioner Alphonso Smith seconded, and Commissioner Bill McKenzie joined them. Commissioners John Reidelbach and Jeff Fisher voted no. The board acted under conditions attached to the 2025 approval, which required a power purchase agreement from an electric provider, a deadline the board had already extended 12 months, and a land disturbance permit by Oct. 16, 2026. Zoning staff told the board CyrusOne provided an executed agreement for temporary construction power on Oct. 16 and that site development plans entered initial review Oct. 8. No land disturbance permit had been issued, and the permanent power agreement was still outstanding. The board’s two recorded motions on the item were to close the hearing and to revert the zoning; a draft development agreement in the packet, which would have dropped the power contract requirement and moved the permit deadline to Oct. 31, 2027, was not voted on.

CyrusOne representative Brad Hout told commissioners a Georgia Power request for land along a transmission corridor forced a redesign that moved planned buildings and set the schedule back a few months. He said the company had enough power for construction and a bridge to permanent service while Georgia Power studies pending projects to sort out “who’s real, who’s not.” County officials said the temporary agreement is with an electric membership corporation and that its commercial terms were redacted. Hout said CyrusOne paid $60 million for the property, spent another $2 million to $3 million with local consultants and contractors, began a U.S. Army Corps of Engineers review of minor wetland mitigation, applied for a Georgia Department of Transportation permit to widen the site driveway and filed a sewer extension request. He said the company had not sought a tax abatement. Residents asked the board to enforce the deadlines, and a resident told commissioners opponents were submitting a constitutional objection to any new zoning conditions set through a development agreement. County records do not show CyrusOne’s next step.

The campus was planned for unincorporated Coweta County at SR 14/U.S. 29 and Weldon Road, bounded by the Palmetto N Industrial Park to the southwest, the city of Palmetto to the north and large estate lots to the southeast. The 2025 plan removed part of Johnston Circle and placed a substation of about 13 acres near the road’s current entrance and the railroad track; CyrusOne said a Georgia Power request for transmission corridor land later moved planned buildings. The regional commission found the site near both the Flint and Chattahoochee watersheds, with several streams and future flooding areas.
