Buildout Tracker (beta): Project Jupiter, the Oracle-anchored data center campus in Santa Teresa, New Mexico, is under construction while its fuel-cell microgrid awaits a state air permit and its gas supply awaits a federal pipeline decision.
Project Jupiter
Project Jupiter is a data center campus in Santa Teresa, in Doña Ana County, New Mexico, led by STACK Infrastructure in partnership with BorderPlex Digital Assets. Oracle is the campus tenant and will deploy AI infrastructure there for OpenAI, which named the county one of five new Stargate sites on Sept. 23, 2025. Doña Ana County puts total investment at up to $165 billion over 30 years, with a minimum initial investment of $50 billion, and adopted Industrial Revenue Bond Ordinance No. 367-2025 for the project. Phase 1 covers 400 acres, with completion anticipated in the third quarter of 2028. In April 2026, Oracle said Bloom Energy fuel cells, up to 2.45 gigawatts of installed capacity, will power the campus through an onsite microgrid in place of the gas turbines and diesel generators planned earlier.
The microgrid still needs a state air permit, and its gas supply needs federal approval. The New Mexico Supreme Court stayed the New Mexico Environment Department’s air permit proceeding in August and lifted the stay on Sept. 17; the department filed the administrative record on Oct. 9, and filings in the docket cite a Nov. 23 decision deadline. Gas would arrive through the proposed 17.8-mile Green Chile pipeline, for which the Federal Energy Regulatory Commission set a Dec. 3 deadline for federal authorization decisions. On Oct. 5, the New Mexico Department of Justice and Attorney General Raúl Torrez filed comments with FERC on the pipeline’s environmental assessment. Oracle says the data center buildings need no air permit and that all construction to date has been on the data center campus, where nearly 1,000 New Mexico residents were working as of Sept. 8. After floodwater reached the campus, Oracle and STACK said on Sept. 30 that no critical infrastructure was damaged and the project remains on its planned schedule.
