Buildout Tracker

Stratos Hyperscale Campus

Buildout Tracker (beta): Kevin O’Leary’s Stratos campus in Utah’s west desert — up to 9 GW — cleared a state (MIDA) approval in May 2026 but has become a local flashpoint, with a residents’ referendum denied and now before a judge, a county data center moratorium, and demands to disclose its water and power use.

Stratos is a hyperscale data center campus planned by O’Leary Digital — the venture tied to investor Kevin O’Leary — in the west desert of Box Elder County, Utah. At full build the developer has put its capacity as high as 9 gigawatts. In May 2026 the project cleared a state-level approval through Utah’s Military Installation Development Authority (MIDA), the mechanism being used to advance it. The developer has not disclosed a cost, a financing plan, or a named tenant.

Since the state approval, Stratos has become a local flashpoint. Residents’ attempt to force a public referendum on the project was rejected by Box Elder County, and organizers have appealed to a judge to get it on the ballot. The county separately passed a moratorium on new data centers in June 2026 — which critics say came too late to affect Stratos — and opponents have pressed for fuller disclosure of the campus’s water and power demands in the arid west desert. No financing details, delays, or withdrawals have been reported.
