Google Van Buren Township

Buildout Tracker (beta): Google's 1 GW campus in Van Buren Township, Mich., has its township tax exemptions, but Wayne County's executive vetoed the county incentive package on Sept. 25, and state regulators have not ruled on DTE's power contracts, which DTE asked them to approve by Sept. 10.

On March 17, 2026, DTE Electric asked the Michigan Public Service Commission to approve two contracts to serve a Google data center in Van Buren Township, and Google said it was evaluating a site there. DTE’s application puts the facility’s maximum load at about 1 GW, with service starting in December 2027 and full load by December 2028. A 20-year primary supply agreement is paired with a clean capacity agreement under which DTE would add up to 1,600 MW of renewable energy and up to 480 MW of storage. Google puts the new resources it will bring to the grid at 2.7 GW, including solar, storage and demand flexibility. DTE says Google will pay the full cost of its service, including new generation, storage, transmission and distribution, and projects nearly $1.7 billion in affordability benefit for other customers over the life of the contract. The developer, PDC VBT, LLC, part of Panattoni, plans the campus on about 282 acres east of Haggerty Road and north of I-94. Its development agreement with the township puts construction value at about $2 billion. The township’s project FAQ lists water use of 2 million to 3.6 million gallons a day from the township system, about 1,500 construction jobs and at least 51 permanent jobs.

On May 19, the Van Buren Township Board of Trustees unanimously approved an industrial development district, real and personal property tax exemptions for Google under Public Act 198 covering 36 months of construction plus 12 years, a memorandum of understanding with Google, and the development agreement. On Sept. 25, Wayne County Executive Warren Evans vetoed a package of county tax incentives and a community benefits agreement for the project that the Wayne County Commission had approved, saying Google had pressed the county to act in about two weeks. At the MPSC, Google agreed to a contested case, Case U-22058. The Attorney General, environmental groups and business groups intervened, and the Attorney General has asked that Google’s minimum bill be raised from 80% to at least 90% of contracted demand. DTE asked the Commission to rule by Sept. 10, the condition-precedent deadline in the contracts. No order has been issued. On Sept. 29, the administrative law judge transmitted the case to the Commission, which elected to read the record. The Planning Commission’s Aug. 26 meeting was canceled, and the final site plan was not on its Sept. 23 agenda.
