Buildout Tracker
Microsoft Fairwater
Buildout Tracker (beta): Microsoft’s Fairwater campus in Mount Pleasant, Wisconsin is fully operational, with a second facility due in 2028 — after a $3.3 billion first build (a dollar figure, not 3.3 GW), a $5 million incentive redirected to the village, and a residents’ noise lawsuit.
Microsoft Fairwater
Microsoft’s Fairwater campus in Mount Pleasant, Wisconsin — built on the former Foxconn site in Racine County — is operating. Microsoft announced on June 23, 2026 that its first datacenter facility there was complete and fully operational, ahead of schedule, describing it as “the world’s most powerful AI datacenter.” The first facility carries the $3.3 billion price tag Microsoft attached when it announced the project in 2024; the company estimates about $4.7 billion in hyperscale construction spending in Wisconsin between 2024 and 2028. Microsoft has not disclosed the campus’s power capacity in gigawatts. A second facility is under construction immediately next door and is expected online in 2028, by which point Microsoft projects roughly 800 full-time employees in the village.
The buildout has reshaped the village’s finances and drawn its first lawsuit. In late September 2026 Microsoft moved to redirect its $5 million annual development incentive from the 2023 agreement — $4.9 million back to Mount Pleasant for property-tax relief and infrastructure beginning in 2027, and $100,000 to the Racine County Economic Development Corporation. In January 2026 the village approved 15 additional data center buildings on the site. On July 3, 2026, residents filed a class-action lawsuit against Microsoft in U.S. District Court for the Eastern District of Wisconsin, alleging persistent noise — including low-frequency hum from generators and cooling systems — since the facility began operating; Microsoft has said it acknowledged a “tonal humming” in April and added mitigation measures.
